Summary of review and consultation process |
|
Waihanga Ara Rau, in collaboration with representatives from the construction industry, reviewed the qualification from May 2025 to October 2025. The review was brought forward due to shifts in provider delivery, with more ITPs reoffering the qualification as a managed apprenticeship using module based approaches. This highlighted the need to ensure the qualification remains aligned with contemporary delivery models. Introducing mandatory skill standards at Levels 2–4 will improve consistency of expected skills across providers while enabling flexible delivery and clearer recognition of skill progression. These factors confirm that an early review was appropriate to keep the qualification current and responsive to sector needs. A Technical Advisory Group (TAG) comprising industry experts and qualification providers met through a combination of online and face-to-face meetings. The TAG provided recommendations that informed the qualification review, leading to amendments in the qualification to better reflect current industry practice and training needs. The wider construction industry was consulted again in October 2025 to gather final feedback on the proposed changes. Documents and updates relating to the review were published on the Waihanga Ara Rau Workforce Development Council website throughout the review period, and ongoing opportunities for industry feedback were provided. Responsibility for this qualification was transferred to the Construction and Specialist Trades Industry Skills Board to reflect VET reforms. |
