Summary of review and consultation process |
|
Between May 2025 to November 2025, the three New Zealand Industrial Rope Access qualifications were reviewed. A Technical Advisory Group (TAG) comprising industrial rope industry representatives, Scaffolding, Access and Rigging New Zealand Association (SARNZ), and key education providers guided the review. Broader industry consultation also considered the qualifications and an alternative micro-credential model. Both the TAG and industry agreed the current qualifications are not fit for purpose. Their duration, skill coverage, and the requirement to place learners into a work context with a certificate of competency, are key barriers and are significantly limiting qualification uptake. Internationally, entry-level training follows a short-course model with verified competency. Alternative credential approaches are being developed. To support alternate credential approaches and in the interim, eight new skill standards were created. Responsibility for these qualifications was transferred to the Construction and Specialist Trades Industry Skills Board. |
