Review of Services Industry Skills Board CMR

 

Toi Mai undertook a review of the Consent and Moderation Requirements (CMR) above. This was completed after being transferred to the Services Industry Skills Board as a result of VET reforms.

The next CMR review is planned to take place during 2031.

 

Summary of revision

 

CMR 0020 has been reviewed to update its requirements to reflect those in CMR 0099 where all new Barbering and Hairdressing skill standards have been transferred. This change ensures that consent and moderation requirements are the same for all Barbering, Hairdressing, and Salon Skills standards. The remaining Hairdressing and Salon Skills standards on CMR 0020 will be transferred to CMR 0099 when next reviewed.

 

Changes to staff selection, appraisal, development, and moderation requirements were consulted on throughout 2022 and the new content of CMR 0020 reflects those changes.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from March 2026.

 

Moderation system requirements will apply with effect from March 2026.

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from June 2026 onwards.

 

Main changes

 

This change is to align agreed consent and moderation requirements for all standards in the Barbering, Hairdressing and Salon Skills domains across CMRs 0020 and 0099.

·       CMR 0020 was updated to mirror the requirements for hairdressing, barbering and salon skills in CMR 0099.

·       General requirements and requirements from the Barbering, Hairdressing, and Salon Skills appendix in CMR 99 were mirrored in CMR 0020.

 

Moderation Requirements (MR)

 

Moderation System

·       HITO’s Moderation System of awarding “Moderation Focus”, “Developing Best Practice” and “Quality Mark” statuses has been discontinued. All providers are required to submit newly developed assessment material for pre-assessment moderation, and to participate in post-assessment moderation when requested.
