Summary of development and consultation process |
|
Waihanga Ara Rau Construction and Infrastructure Workforce Development Council and representatives from the water services industry developed the New Zealand Certificate in Trade Waste (Consenting and Enforcement) (Level 4) in response to an industry-initiated request to address an identified skill gap during the scheduled review cycle of the water services industry qualifications in 2025. At the time of development, there were no trade waste discharge credentials in New Zealand to support this important role. The qualification developed to provide the water services industry with people who have the skills and knowledge to guide and support industrial and commercial business discharging trade waste into wastewater networks, to consent discharges, and to enforce discharge requirements on behalf of district and city councils. Trade waste consenting and enforcement practitioners help protect wastewater treatment infrastructure and the environment by acting as a critical safety net, as inappropriate trade waste can have significant impacts on treatment plant performance. A steering group was established with representatives across the water services industry including from wastewater, drinking water, trade waste, and industry associations. Consultation was undertaken using association and steering group networks, and the Waihanga Ara Rau website, at various stages throughout the review period July 2025 to November 2025. Development was supported and overseen by the steering group. Responsibility for the development of this qualification has been transferred from Waihanga Ara Rau Construction and Infrastructure Workforce Development Council (6046) to Energy and Infrastructure Industry Skills Board (20596) to reflect VET reforms. |
