This page is to help you understand the new Code for learner wellbeing and safety.
Who is the Code for? / Mā wai te Rārangi Tikanga Atawhai?
The Code for learner wellbeing and safety (PDF, 925KB) covers all domestic and international tertiary learners at universities, Te Pūkenga, private training establishments, and wānanga. The Code covers students who are studying online, offshore and/or in workplace-based settings.
The Code also covers international school learners studying in New Zealand.
The Code came into effect on 1 January 2022, replacing the previous international Code (PDF, 736KB) and interim domestic Code (PDF, 202KB).

What is the Code? / He aha hoki te Rārangi Tikanga Atawhai?
The Code for learner wellbeing and safety sets out the roles and responsibilities of tertiary education organisations (TEOs) in promoting and supporting your wellbeing, development and educational achievement.
Under the Code, your TEO should be helping you to be:
- safe, physically, and mentally
- respected and accepted for who you are
- supported in your learning and wellbeing
- connected with your social and cultural networks and
- able to have your say in decisions about services.
The Code has twelve outcomes.
Outcomes 1 and 2 focus on education providers taking a whole of organisation approach to learner wellbeing and safety, and that learner voice is embedded into the organisation.
Outcomes 3 and 4 focus on wellbeing and safety practices for all tertiary providers and relate to physical and digital learning environments.
Outcomes 5 – 7 focus on student accommodation to ensure that it is safe and creating inclusive communities.
Outcomes 8 – 12 have the same requirements to the previous international Code for tertiary learners, and ensures international learners have access to the right information and support before and during their study.

Ko ngā putanga 1 me 2 e aro ana ki ngā kura amorangi mātauranga me ā rātou mahi e hāngai ana ki te toiora me te oranga o ngā ākonga, ā, ko te reo o ngā ākonga kua whakapūmautia hoki ki ngā āhuatanga katoa o taua kura.
Ko ngā putanga 3 me 4 e aro ana ki ngā whakahaerenga ā ngā kura amorangi mātauranga e ai ki te toiora me te oranga o ngā ākonga, ā, e hāngai ana ki te taiao o te ako ā-kikokiko, ā-matihiko anō hoki.
Ko ngā putanga 5 ki te 7 e aro ana ki ngā whare nohonoho o ngā ākonga kia haumaru, ā, kia whai wāhi ai te katoa o ngā hapori anō hoki.
Ko ngā putanga 8 ki te 12 e rite ana ngā herenga ki tā te Rārangi Tikanga mō ngā ākonga nō tāwahi, ā, he aratohu hei whakamana i ngā ākonga nō tāwahi kia whai wāhi ai rātou ki ngā kōrero tika o te wā, ā, ko te tautoko hoki i a rātou i mua tonu i te tīmatanga o ngā akoranga, ā te wā e ako ana rātou anō hoki.
Student accommodation / Ngā whare nohonoho o te ākonga
The three outcomes of the Code relating to student accommodation are there to ensure that your student accommodation provides a positive and supportive environment for you to live in.
Under the Code, student accommodation means premises that are exempt under section 5B of the Residential Tenancies Act 1986. This includes halls of residence/apartments/villages and student hostels. It does not include homestays or private flatting/boarding situations.

Kāore e āhei ana te noho ki tō te ākonga whare ake, ki te rīhi whare motuhake rānei.
