Business qualifications

NZ Business qualifications at Levels 3-6 were published on the New Zealand Qualifications Framework in 2015, following a mandatory review from 2012-2014. They are currently being reviewed and are in NZQA’s quality assurance process.

NZQA National Qualifications Services (NQS) now invites comment on one issue raised during this quality assurance evaluation process. For more information, please refer to the Current review of NZ Business qualifications section below.

Current review of NZ Business qualifications

Focused consultation

During February and March 2020, NZQA National Qualifications Services (NQS) invited comments on one aspect of the qualifications, which was raised during the NZQA quality assurance evaluation process of 10 draft reviewed NZ Business qualifications.

There are more minor changes, particularly in the Qualification Specifications section, which clarify and simplify content.

This consultation invited feedback on this proposal in general, and on the individual outcomes added in each qualification, via a Survey feedback form (DOCX, 109KB).

Qualification drafts

Review background

In 2018 and 2019, NZQA National Qualifications Services facilitated review of 11 New Zealand Business qualifications, in collaboration with and on behalf of the business communities in Aotearoa New Zealand.

Consultation on the reviewed qualifications closed on 23 August 2019. 

Feedback from the consultation demonstrated wide support for the draft qualifications, and three specific changes resulted:

  • Reference to the origin of Te Tiriti o Waitangi was removed from the outcome in the core compulsory section of both diplomas
  • The word “introductory” was removed from the Strategic Purpose Statement in the New Zealand Certificate in Business (Administration and Technology) (Level 3) [Ref: 2452]
  • The evidence requirements for consistency were amended to delete reference solely to tertiary education organisations, to include schools, for example.

The amended draft qualifications were submitted for quality assurance in October 2019. The present focused consultation results from one issue raised in this quality assurance process.

A review advisory committee was convened in late 2018 to provide high-level advice, and panels were convened to review the certificates and/or strands in each stream.

In relation to other diploma strands:

  • The Real Estate strand was reviewed by The Skills Organisation, with no amendments
  • The Māori Business and Management strand was reviewed by NZQA Māori Qualification Services, who will also review the certificates in Māori Business and Management in 2020, and
  • The Marketing and Sales and Human Resource Management strands have not yet been used sufficiently to justify a review, and so are unchanged.

At all stages in the review, stakeholders were kept informed and their comments and feedback were actively considered. Research indicated that the needs analysis (PDF, 621KB), which informed the initial development of these qualifications, remains current.

A supporting document for these qualifications will be developed, to assist in understanding the intent of the qualifications with rationales and clarifications. Suggestions for material to be included are welcome.

New Zealand Diploma in Business (NZDipBus)

The New Zealand Diploma in Business (NZDipBus) is a nationally recognised qualification that allows learners to gain a broad range of general business skills and knowledge, followed by an opportunity to focus on career related options such as accountancy, banking, management, marketing and tourism.

As a result of the nation-wide mandatory review of Business qualifications, the New Zealand Diploma in Business (NZDipBus) is now expiring.  Read more »

Support material for New Zealand qualifications is available in NZ Business qualifications support material v3 (PDF, 320KB).

Unit standards developed specifically for assessment towards New Zealand qualifications are available. Unit standards support material is also available (PDF, 168KB).

Assessment Support Material for Business Administration and Technology (BAT) unit standards is available on the Business Administration and Technology Assessment Support Material webpage.

Once new version of qualifications have been published, support material will be updated to support them.

Mandatory review of Business qualifications (2012-2014)

Qualifications in Business (at levels 1-6, excluding university qualifications) were reviewed from 2012 to 2014 as part of the nation-wide mandatory review of qualifications.

The mandatory review was to reduce the duplication and proliferation of qualifications on a national scale, and to ensure that qualifications are useful, relevant and valuable to current and future learners, employers and other stakeholders.

As a result of this review National Certificates and Diplomas, and local qualifications, were set to expire.
