Introduction

NZQA National Qualifications Services is consulting on a review of a suite of 40 unit standards at Levels 4-5 currently listed on the Directory of Assessment Standards (DAS) in:

We are seeking feedback on whether the reviewed standards will continue to meet the sector’s needs. You can send your comments about any aspect of some or all of the standards by email to nqs@nzqa.govt.nz by Monday, 6 September 2021. Areas of suggested focus are:

  • newly developed standards,
  • classifications,
  • credits, and
  • alignment with the relevant qualifications.

Summary of proposed main changes to the standards

Expiry of standards

  • Standards developed to only lead to the New Zealand Certificate in Adult Literacy and Numeracy Education (Educator) (Level 5) [Ref: 2755] (29626-29632) to expire due to low usage and no indication of future use.
  • Standards 7091, 7096, 7100, 7105, 7108, 7115, 20469, 20470, 21982, and 26009 to expire to address issues of overlap with other standards in these subfields.

Key changes across all standards

  • Compulsory range items have been incorporated into the relevant performance criteria where practical to make requirements clearer.
  • Adjustments have been made to some performance criteria to ensure clarity and alignment with the credit allocations.
  • Titles and wording throughout have been amended to reflect language used in the reviewed qualifications.
  • Classifications have been amended to remove the specification of ‘Training’ because it is encompassed within ‘Education’ e.g. Adult Education and Training becomes Adult Education.
  • Updates to references and legislation have been made as required.

Additional key change to the ALNE standards

  • Standards 29622 (recommended for both the Educator qualification and the New Zealand Certificate in Adult Literacy and Numeracy Education (Vocational/Workplace) (Level 5) [Ref: 2754]) and 29623 have been combined into a single standard as a result of the proposed expiry of the other Educator standards.

Key changes to recommended qualification pathways

  • Standard 30423 to be removed from the recommended pathway for the New Zealand Certificate in Assessment Practice (Level 4) [Ref: 2752].
  • A new standard in self-evaluation has been developed to be added to the recommended pathway for the New Zealand Certificate in Assessment Practice (Level 4) [Ref: 2752] to align with a new qualification outcome.
  • Standard 29624 to be added to the recommended pathway for the New Zealand Certificate in Adult and Tertiary Teaching (Level 5) [Ref: 2993] to align with a new qualification outcome.

Level 6 standards

Standards 26171 and 26172 will be reviewed later this year alongside 4098 and 14 other Level 6 standards in the Adult Education and Training and Generic Education and Training subfields.

Background

Two panels convened, both face-to-face and remotely, between May and July to ensure:

  • standards due for review this year are maintained and fit for purpose
  • standards developed to align with qualifications that were reviewed in 2020, (or included in programmes leading to them), are still suitable for those who wish to use them as assessment tools for the reviewed qualifications.

Completed reviews

January 2017 – Review of Adult Literacy and Numeracy Education, Adult Education and Training and Generic education and Training unit standards

In 2016 and 2017, the standards contained in the Adult Education and Training and Generic Education and Training subfields were comprehensively reviewed.  A key outcome of these reviews was to provide unit standards-based pathways into relevant New Zealand qualifications in Assessment Practice, Adult and Tertiary Teaching, and Adult Literacy and Numeracy Education.
