Business unit standards
Current
2020 - Organisational Direction and Strategy, People Development Coordination, Systems Resource Management review
NZQA National Qualifications Services (NQS) has invited feedback on the review of unit standards in three domains on the Directory of Assessment Standards (DAS):
- Organisational Direction and Strategy (ODS)
- People Development and Coordination (PDC)
- Systems and Resources Management (SRM)
The review includes standards directly linked with the New Zealand qualifications in Business and others which were scheduled for review this year. The review panel met in July and September.
15 current unit standards in the three domains that are directly linked to Business qualifications were reviewed, and 17 that are not directly linked to qualifications. 27 standards with low usage were revised to prolong their currency on the DAS.
ODS | PDC | SRM | Total | |
Review of standards linked to qualifications | 7 | 5 | 3 | 15 |
Review of standards not linked | 2 | 12 | 3 | 17 |
Revision of standards not linked | 13 | 7 | 7 | 27 |
Total | 22 | 24 | 13 | 59 |
Review of standards linked to qualifications
15 reviewed unit standards in the three domains are directly linked to Business qualifications: either
- New Zealand Certificate in Business (Introduction to Team Leadership) (Level 3) [Ref: 2453] or
- New Zealand Certificate in Business (First Line Management) (Level 4) [Ref: 2456]
or the compulsory core or Leadership and Management strand of the diplomas:
- New Zealand Diploma in Business (Level 5) with strands in Accounting, Administration and Technology, Human Resource Management, Leadership and Management, Marketing and Sales, and Project Management [Ref: 2459]
- New Zealand Diploma in Business (Level 6) with strands in Accounting, Administration and Technology, Human Resource Management, Leadership and Management, Māori Business and Management, Marketing and Sales, and Real Estate [Ref: 2460]
The qualifications are available at https://www.nzqa.govt.nz/qualifications-standards/qualifications/business-qualifications/
The Business qualifications have recently been reviewed and these unit standards therefore need review to reflect the amended outcomes and changed conditions in the reviewed qualifications.
In consultation with stakeholders, a review panel has developed draft reviewed standards for your comment. The main changes include:
- the revision of the Guidance information and performance criteria in the standards to reflect the new conditions in the qualifications,
- realignment of credits across the standards to reflect the reviewed qualifications outcomes,
- amendments to the outcomes and performance criteria to reflect the reviewed qualifications outcomes,
- replacement of 29039 by two smaller standards,
- the incorporation of the content of 29054 into 29052 and 29053, and therefore the expiry of 29054.
Please note: these drafts are for consultation purposes only. No assessment can occur against these standards until the listed versions are published.

The request for feedback on reviewed standards closed Tuesday 1 December 2020, and an application has been made to Quality Assurance Division for new versions to be registered.
2020 - Small Business review
Six current unit standards in domain Project Management are directly linked to two Business qualifications: either
- New Zealand Certificate in Business (Introduction to Small Business) (Level 3) [Ref: 2454] or
- New Zealand Certificate in Business (Small Business) (Level 4) [Ref: 2456]
The qualifications are available at https://www.nzqa.govt.nz/qualifications-standards/qualifications/business-qualifications/
The unit standards are: 29055-57 (level 3) and 29058-60 (level 4).
The Business qualifications have recently been reviewed and the Small Business unit standards therefore need review to reflect the amended outcomes and changed conditions in the reviewed qualifications.
In consultation with Small Business stakeholders a review panel has developed draft reviewed standards.
The main changes are:
- Revision of the Guidance information in the standards to reflect the new conditions.
- Replacement of 29056 by two smaller standards.
- Amendments to the outcomes and performance criteria to reflect the reviewed qualifications.
- 6156 and 11637 are recommended for expiry due to low past usage and no discernible interest in future usage.
- 29463-4 are recommended to be rolled over despite very low usage, as there is some interest in future use.
Feedback on this proposal was to be sent to nqs@nzqa.govt.nz by Wednesday 25 November 2020, and an application has been made to Quality Assurance Division for new versions to be registered.

2020 - Project Management: revision of unit standards
Nine unit standards in domain Project Management are directly linked to a Business qualification: either
- New Zealand Certificate in Project Management (Level 4) [Ref: 2462] or
- New Zealand Diploma in Business (Level 5) with strands [Ref: 2459] - the Project Management strand
The unit standards are: 30358-62 (level 4) and 30363-66 (level 5).
The Business qualifications have recently been reviewed without altering their Project Management content, although the outcomes have been reorganised somewhat. The Project Management standards however do need revision to reflect the changed conditions for the reviewed qualifications.
It is proposed therefore to revise the Guidance information in the standards to reflect these new conditions, and leave unchanged the Outcomes and performance criteria, except for correcting one error. All users so far of these standards support this approach.
The one other standard in the domain, 21336, is not linked to the qualifications and will not be revised, but will have its listing extended on the Directory of Assessment Standards to maintain a same ‘planned review date’ as the linked standards.
Feedback on this proposal was to be sent to nqs@nzqa.govt.nz by Wednesday 11 November 2020, and an application has been made to Quality Assurance Division for new versions to be registered.

2020 - Financial Skills review
The Financial Skills domain includes eleven unit standards of which ten have hardly been used and there is no discernible interest in using them in the future. Standard 8503 however is used by one organisation who wishes to continue with it and who indicates it is fit-for-purpose without need for amendment.
Therefore, NQS has applied to Quality Assurance Division for standard 8503 to be re-listed without content change, and the other ten Financial Skills unit standards be to be expired.
