Qualification Overview

Qualification Title National Diploma in Administration of Revenue Law
Qualification Type National Diploma
Level 6
Credits 120
Subject Area
  • Society and Culture » Law » Taxation Law
  • Business » Public Sector Services » Administration of Revenue Law
Strategic Purpose Statement
People holding the National Diploma in Administration of Revenue Law [Ref: 0709] have demonstrated competence in carrying out work at an advanced level in relation to the Revenue Acts. This advanced level involves dealing with issues that are not readily addressed by legislation or policy, and require a high level of research and judgement in the decision-making process.

The component unit standards of the diploma are based on the technical competency framework in place in Inland Revenue. The technical competencies focus on the skills and knowledge required to interpret and apply the Income Tax Act 1994 and other legislation administered by Inland Revenue. Inland Revenue's internal operational processes have been largely excluded, so the unit standards reflect the application of law in determining taxpayer obligations, liabilities and entitlements. This means that the diploma, while primarily designed to recognise the skills and knowledge required within Inland Revenue, has relevance for people working with taxation in other environments such as accounting and business.

Candidates who attain the diploma show that they have a knowledge and understanding of tax technical issues, and the ability to apply the knowledge to realistic situations.

The diploma is designed as a progression from the National Certificate in Administration of Revenue Law (Level 5) [Ref: 0708], and 40 credits from the certificate are contained in the diploma. While attainment of the certificate is not a prerequisite of entry, it is recommended that diploma candidates have the skills and knowledge recognised by the certificate. In addition, cross credits may be available from external programmes that have achieved the same outcomes of some unit standards in this qualification.
