Strategic Purpose Statement
This qualification is designed for people working at, or intending to work at, fire management level, either in paid employment or as a volunteer, who have responsibility for the supervision and direction of fire fighters and resources, including operational management of fires at a senior level.

This is the fourth of five national certificates developed for vegetation fire and rescue fire fighters, commencing at level 2, progressing on through levels 3, 4, 5, and 6, and complementing the National Diploma in Fire and Rescue Services (Vegetation Fire Fighting - Management) (Level 5) [Ref: 0780].

Achievement of this qualification is a prerequisite to the National Certificate in Fire and Rescue Services (Vegetation) (Level 6) [Ref: 1185], enabling credit gained for the skills and knowledge recognised by this qualification to be used as further progression towards some of the requirements of the higher-level vegetation qualifications.

This qualification covers a range of knowledge and skills specific to vegetation fire prevention, command and control of fire fighting, as well as the management functions within a rural fire organisation. It covers the skills required by people operating at the Operations Manager and Incident Controller level whose responsibilities include training, personnel management, application of policy and legislation, health and safety, and fire line supervision.

The compulsory section contains standards that support the role of a Fire Manager, covering assessment of threat from vegetation fire, demonstration of knowledge of vegetation fire behaviour, supervision of the operation of aircraft at vegetation fires, and management of ground operations at vegetation fires.

The elective sets provide flexibility to the qualification and offer a choice of standards from within the Fire and Rescue Services subfield and other sectors that have relevance to the responsibilities required of a Fire Manager working in today''s highly technical and legislated fire and emergency environment. They also provide opportunities for people progressing within the fire fighting industry to select standards from anywhere on the National Qualifications Framework.
