Strategic Purpose Statement
This qualification recognises the skills and knowledge of a roadmarking operator. The holder of the qualification will be able to manage and provide first aid; demonstrate knowledge of hazardous substances requirements; driver response to spillage, leakage or loss of load; and roadmarking specifications. They will be able to perform simple industry calculations; maintain quality records; locate, set out, and manage simple roadmarking sites; perform routine checks and maintenance on roadmarking plant and equipment; perform quality assurance inspection and sampling; hold a full Class 1 driver licence and dangerous goods licence endorsement; and operate as a Traffic Controller (TC) and Site Traffic Management Supervisor (STMS) for low volume and Level 1 roads.

The hazards of the roadmarking environment are recognised by an elective section offering a wide range of relevant standards from the domains of Civil Infrastructure Health, Safety, and Environment, and Occupational Health and Safety Practice. The qualification also recognises the diversity of roadmarking companies and the nature of work they undertake with the inclusion of strands for A-type and B-type applicators.

Additional skills and knowledge roadmarking operators may require is recognised through the use of optional strands. The diversity of company work practices, individual roles, and timing of exposure to relevant skills and knowledge is reflected in the inclusion of certain core compulsory standards and the optional strands of Raised Pavement Markers and Transport in both this qualification and the National Certificate in Roadmarking (Assistant) with optional strands [Ref: 1301]. The optional strand in Temporary Traffic Management on Level 2 and 3 Roads is found in this qualification as well as the National Certificate in Roadmarking (Senior Operator) with strands in Long-Life Products and Paint Marking, and optional strands [Ref: 1302].

The previous two-qualification suite was repackaged into three new qualifications, better reflecting the diversity of job roles within the Roadmarking industry. This qualification recognises an industry role, which is emerging in prominence, and contains standards from both the National Certificate in Roadmarking (Assistant) with optional strands [Ref: 0616] (version 3), and the National Certificate in Roadmarking (Skilled Operator) with optional strands [Ref: 0617] (version 2).

This qualification builds on the National Certificate in Roadmarking (Assistant) with optional strands [Ref: 1301], and can lead onto the National Certificate in Roadmarking (Senior Operator) with optional strands [Ref: 1302]. However, candidates with roadmarking industry experience may enter this qualification directly.
