Strategic Purpose Statement
This national certificate recognises the knowledge and skills required by people supervising one or more sites in the civil construction industry. The recognition of similar sector-specific skills and knowledge used in the roles of foreperson and supervisor has allowed the civil infrastructure industry to review and combine the technical skills in this qualification.

The civil infrastructure industry recognises the complexity of large sites and multiple sites. Industry has therefore designed this qualification to be complemented by either the National Certificate in First Line Management (Communications and Quality) (Level 3) [Ref: 0743] or its replacement, or the National Certificate in First Line Management (Level 4) [Ref: 0649]. The most appropriate level of First Line Management required would depend on the role and responsibilities of individuals and the site/s they supervise. Neither of these qualifications are prerequisites or requirements for award of this qualification.

The Core Compulsory section recognises the skills and knowledge required to coordinate civil construction subcontractors; organise the supply and storage of materials; prepare and maintain records; plan and supervise site drainage and dewatering work; set out levels and positions; liaise with client, consultant, and service authority on behalf of civil construction contractor; understand quality assurance requirements; and inspect civil construction plant and equipment.

This qualification contains two elective sections. The first section recognises the underpinning skills and knowledge skills and knowledge from a number of industry sectors, such as Earthworks, Civil Plant Management, Road Construction and Roading Maintenance. The second elective section recognises skills and knowledge relating to health, safety, and environment, first aid, and temporary traffic management. Companies and individuals are encouraged to select skills and knowledge to suit the work undertaken and meet their requirements under Health and Safety in Employment legislation.

People awarded this qualification will also be able to supervise a single site. If, within the requirements of the first elective section, they achieve credit for standard 6443, Supervise civil construction activities on multiple sites, they will also have demonstrated competence in the knowledge and skills required to supervise multiple sites.

The National Certificate in Civil Plant Operation with strands in Culverts and Drainage Systems; Earthworks; Road Construction; and Road Maintenance [Ref: 1325] and the National Certificate in Civil Construction Works with strands in Concrete Kerb and Channel; Concrete Work; Culverts and Drainage Systems; Interlocking Paving, Retaining Structures; Road Construction; Road Maintenance; Road Safety Barrier; Roadside Amenities; and Traffic Signage [Ref: 1326] are not prerequisites to this qualification but the knowledge and skills gained in attaining them would assist anyone looking to complete this qualification.
