Strategic Purpose Statement
The purpose of this qualification is to provide the fire and rescue industry with personnel that have the core knowledge and skills required to be a fire fighter.

Graduates will be able to operate within a crew, under the general supervision of a crew leader.
Graduate profile
Graduates of this qualification will be able to:

- Apply basic health and safety requirements for operating safely within a team in a fire and rescue environment.
- Work as a member of a fire fighting team within an incident control structure.
- Perform first aid.
- Communicate appropriately with crew members during a fire and rescue incident.

Graduates of the Airport strand will also be able to:
- Set up and use appropriate equipment and techniques to assist the operational requirements of airport fire and rescue incidents, or aid incident reduction.
- Drive a fire and rescue vehicle safely within an airport environment.
- Apply specific knowledge of operating systems to carry out emergency aircraft shutdown procedures.

Graduates of the Urban Fire and Rescue Operations strand will also be able to:
- Set up and use appropriate equipment and techniques to assist the operational requirements of urban fire and rescue incidents, or aid incident reduction.
- Safely operate breathing apparatus at an urban fire and rescue incident.

Graduates of the Vegetation strand will also be able to:
- Set up and use appropriate equipment and techniques to assist the operational requirements of vegetation fire and rescue incidents, or aid incident reduction.
- Safely suppress fire at vegetation fire and rescue incidents using wet and dry firefighting methods.
Education pathways
This qualification leads to the New Zealand Certificate in Fire and Rescue Services (Airport) (Level 3) [Ref: 1837], New Zealand Certificate in Fire and Rescue Services (Urban Fire and Rescue Operations (Level 3) [Ref: 1835], or New Zealand Certificate in Fire and Rescue Services (Vegetation) (Level 3) [Ref: 1852].
Employment pathways
Airport strand:
For New Zealand Defence Force personnel this qualification contributes towards the rank of Leading Aircraftsman.
For private airport fire and rescue personnel the completion of this qualification does not entitle graduates to any particular role within their organisation, but it may assist in promotion.

Urban Fire and Rescue Operations strand:
This qualification aligns with the New Zealand Fire Service's Training and Progression System (TAPS) for a Firefighter and subsequent qualifications align to further promotion.
For New Zealand Defence Force personnel this qualification contributes towards the rank of Aircraftsman in the Air Force, and Lance Corporal in the Army.

Vegetation strand:
This qualification aligns with the National Rural Fire Authority's Minimum Training Standards for Fireground Entry, Firefighter, and Pump Operator.
