Strategic Purpose Statement
The purpose of this qualification is to provide the maritime industry with people who have the skills and knowledge required by relevant international conventions to manage coastal or off-shore vessel operations as skipper on a fishing vessel (over 45 metres) or master on a commercial vessel up to 500 GT.

Graduates will meet the requirements of International Convention on Standards of Training Certification and Watchkeeping for Fishing Vessel Personnel (STCW-F) and Standards of Training, Certification and Watchkeeping for Seafarers (STCW).

The qualification is for experienced seafarers intending to progress to command roles on fishing or commercial vessels.
Graduate profile
Graduates of this qualification will be able to:

- Manage the planning and conduct of a coastal or offshore passage.
- Ensure a safe navigational watch and manage operation of the vessel.
- Direct vessel emergency response procedures.
- Manage the loading and stowage of cargoes.
- Ensure compliance with legislative requirements.
Education pathways
This qualification builds on the:
- New Zealand Certificate in Maritime Operations (Level 4) with strands in Fishing and Watchkeeping [Ref: 2513].

This qualification leads to the:
- New Zealand Diploma in Fishing Vessel Operations (Level 6) with an optional strand in Fishing Vessel Skipper [Ref: 2893].
- New Zealand Diploma in Nautical Science (Level 6) [Ref: 2515].
Employment pathways
Graduates will be able to work in command positions on a commercial or fishing vessel under the Maritime NZ Seafarer Certification and Operational Limits Framework.

With the relevant additional training and experience, graduates may progress to:
- Mate Fishing Vessel - Unlimited
- Skipper Fishing Vessel - Unlimited
