Strategic Purpose Statement |
This qualification is designed to provide the infrastructure works industry with individuals who have attained the knowledge and skills to produce quality bituminous product for pavement surfacing.
This qualification provides strong theoretical grounding coupled with the practical skills and knowledge to ensure that graduates are able to safely and effectively work in the surfacing sector on both small and large operations, while contributing to the building of quality infrastructure. Graduates could work with limited or no supervision. |

Graduate profile |
Graduates of this qualification will be able to:
- Apply knowledge of hazards, precautions, and safety and environmental protections required in bituminous surfacing operations. - Apply knowledge of bituminous surfacings, materials, the supply chain, and plant and equipment used for manufacturing bituminous binders. - Apply knowledge of quality controls in bituminous product manufacture. - Carry out the requirements for storing, handling and pumping liquid bituminous products. - Communicate with relevant parties (internal and external) in a bituminous manufacturing environment. Graduates of the Binder Manufacturing Operation strand will also be able to: - Operate a binder manufacturing plant. Graduates of the Bituminous Mixes Operation strand will also be able to: - Operate a bituminous mix plant. Graduates of the Bitumen Spraying Operation strand will also be able to: - Operate a bitumen distributor. |

This qualification builds on the New Zealand Certificate in Infrastructure Works (Level 3) [Ref: 2523], and the New Zealand Certificate in Plant and Equipment (Level 3) [Ref: 2521].
It can lead to the New Zealand Certificate in Civil Infrastructure Trades (Bituminous Product Manufacturing) (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixing Operation, and Bitumen Spraying Operation [Ref: 2960] and the New Zealand Certificate in Infrastructure Works (Site Supervision) (Level 4) [Ref: 2617]. |

Entry requirements
It is recommended that people achieve the New Zealand Certificate in Infrastructure Works (Level 3) [Ref: 2523], or demonstrate equivalent knowledge and experience, before attempting this qualification. Credit transfer and recognition of prior learning arrangements TEOs delivering programmes that lead to the award of this qualification may transfer credit and recognise prior learning in accordance with their own recognition policies and procedures. Credit transfer will be automatic where assessment standards are used for assessment within programmes of study or training leading to this qualification. Recognition of current competence (RCC) acknowledges the skills and knowledge from work and experience, or from courses of study undertaken. Assessment of RCC may be conducted by an assessor appointed by Infrastructure ITO, or by an organisation with consent to assess. |
