Strategic Purpose Statement
This qualification is targeted at those who want to achieve trade certification status within the Bituminous Product Manufacturing sector.

The purpose of this qualification is to provide the civil infrastructure works industry with experienced and competent tradespeople, capable of gaining trades certification. It leads to partial fulfilment of the registration requirements with the Civil Trades Certification Board (CTCB).

Graduates are able to safely and independently perform tasks using industry standards and specifications when undertaking binder, bituminous mixes, or spraying operations, taking responsibility for their own work and that of others.

The strands will provide tradespeople with the skills and knowledge to produce quality bituminous product using binder manufacturing, bituminous mixing and bitumen spraying operations.
Graduate profile
Graduates of this qualification will be able to:

- Ensure on-site health, safety, environment, and quality assurance requirements are met as required for the range of work undertaken by a bituminous product manufacturing tradesperson
- Apply appropriate methodology for bituminous product manufacturing operations
- Undertake bituminous product manufacturing operations using small and large plant and equipment
- Practice effective communication as a tradesperson within a bituminous product manufacturing team

Graduates of the Binder Manufacturing Operation strand will also be able to:
- Apply bituminous product manufacturing methodology, industry standards and follow standard operating procedures when operating a manufacturing binder plant.

Graduates of the Bituminous Mixes Operation strand will also be able to:
- Apply bituminous product manufacturing methodology, industry standards and follow standard operating procedures when operating a bituminous mix plant.

Graduates of the Bitumen Spraying Operation strand will also be able to:
- Apply bituminous product manufacturing methodology, industry standards and follow standard operating procedures when operating a bitumen distributor.
Education pathways
This qualification builds on the New Zealand Certificate in Infrastructure Works (Level 2) [Ref: 2522], and may lead to the New Zealand Certificate in Infrastructure Works (Site Supervision) (Level 4) [Ref: 2617].

Graduates of the New Zealand Certificate in Bituminous Product Manufacturing with strands in Binder Manufacturing Operation, Bituminous Mixing Operation, and Bitumen Spraying Operation (Level 4) [Ref: 2687] will have credits towards this qualification.
Employment pathways
Graduates of this qualification will be able to work independently as bituminous product manufacturing tradespeople in the civil infrastructure industry, specialising in either binder manufacturing operations, bituminous mixing operations, or bitumen spraying operations; and, once they have met the requirements of the Civil Trades Certification Board (CTCB), may register for trade certification.

Credits
