Strategic Purpose Statement
The purpose of this qualification is to provide the New Zealand public sector with people who have diverse public sector technical and/or operational skills and who are, or can be, employed in middle management public sector roles.

Graduates of this qualification will benefit the public by having middle management public sector leaders with broad operational and technical experience and knowledge.

Graduates of this qualification will be capable of working with people at all levels within the public sector, which may include supervising other public sector staff and/or working independently.
Graduate profile
Graduates of this qualification will be able to:

- Contribute in operational contexts to innovation and organisational change within the public sector.
- Develop and maintain collaborative relationships with stakeholders to facilitate organisational and interagency outcomes.
- Apply professional and ethical behaviour, according to the public sector code of conduct and all relevant legislation, in a socially and culturally appropriate manner.
- Analyse data from internal and external environments to inform problem solving and decision making in the public sector context.
- Build own and others' capability to facilitate a customer-centric environment that embraces the diversity of New Zealand.
- Manage plans to accomplish goals consistent with government direction and organisational objectives, and compliant with public sector finance procedures.
- Apply the principles and conventions of government in a political context to achieve organisational outcomes.
- Apply an understanding of the Treaty of Waitangi, to the workings of the public sector, valuing engagement with Māori.

Credits

The credit value relates to the size of the qualification. One credit equates to ten hours of learning. One year's full-time study at a provider is usually 120 credits, but if you are studying part-time or in the work place the credit value may vary.
