Strategic Purpose Statement
This qualification is intended for learners of English as an additional language, who wish to increase their English language proficiency for general communication.

Graduates will have the language skills required to communicate independently and effectively in familiar and some less familiar situations with fluency and flexibility in community/societal settings.

This qualification is at a level comparable to the Common European Framework of Reference (CEFR) mid B2.

This qualification allows the community to recognise the proficiency level at which the graduate can use English for social and transactional purposes.

Graduates of this qualification will be able to:

- Understand main ideas and supporting details of moderately complex oral texts for social and transactional purposes.
- Participate effectively in sustained spoken discourse for social and transactional purposes.
- Understand main ideas and supporting details of moderately complex written texts of a general nature.
- Write detailed, developed, moderately complex texts of a general nature.
Education pathways
This certificate builds on the New Zealand Certificate in English Language (Applied) (Level 3) [Ref: 3667] and can lead to:
- New Zealand Certificate in English Language (Academic) (Level 5) [Ref: 1884]

This certificate may facilitate meeting the language requirements for:
- vocational programmes/courses and/or a non-specialised fields of study requiring lower and/or New Zealand Qualifications Framework level 5, for entrance, depending on the focus of the programme leading to this qualification.
Employment pathways
Graduates of the New Zealand Certificate in English Language (General) (Level 4) [Ref: 3669] will have the English language skills to work in positions that require:
- interpersonal communication
- understanding of context-specific texts of a more general nature
- writing transactional exchanges, records, reports and letters
