Strategic Purpose Statement
The purpose of this qualification is to provide the resource recovery industry with people who have the skills and knowledge required to work as operators within their particular sector of the resource recovery industry.
Learners will benefit by having a qualification which recognises the skills and knowledge of a competent operator to enable improved job performance and a credential to enhance employment opportunities in the resource recovery industry.
This qualification is suitable for learners who have some prior learning or experience in their sector, such as those who have experience as a processor or site worker.
Graduates will work under limited supervision and will have the skills and knowledge required to operate machinery relevant to their resource recovery operation. They will be able to work with other processors and operators to handle and process material in the resource recovery workplace relevant to their chosen strand.
Graduate profile
Graduates of this qualification will be able to:

- Comply with legislative and workplace health, safety, and environmental procedures and contribute to incident reporting and risk assessment procedures in a resource recovery environment.
- Communicate with clients, internal staff and the general public as required to meet relevant workplace policies in a resource recovery environment.
- Identify Hazardous Waste and apply the required safety and reporting procedures to meet relevant workplace policies and procedures in a resource recovery environment.
- Operate, monitor and control machinery and equipment, and undertake scheduled maintenance for that machinery and equipment to meet workplace performance, process and quality requirements in a resource recovery environment.

Graduates of the Composting strand will also be able to:
- Apply knowledge of composting principles to operate windrows and undertake related duties at a composting workplace.

Graduates of the Recovery and Recycling strand will also be able to:
- Identify, accept, sort, and store a range of items received at a recovery and/or recycling workplace.

Graduates of the Scrap Metal Recycling strand will also be able to:
- Receive, grade, and weigh nonferrous metals for purchase at a scrap metal recycling workplace, in compliance with relevant legislation.

Graduates of the Solid Waste strand will also be able to:
- Apply knowledge of landfill operations to determine and respond to incoming waste loads at a solid waste workplace.

Graduates of the Hazardous Waste strand will also be able to:
- Apply skills and knowledge to safely handle, process, and store hazardous materials.

This qualification builds on the New Zealand Certificate in Resource Recovery (Level 2) [Ref: 2743].
This qualification may lead to the New Zealand Certificate in Resource Recovery (Level 4) with strands in Composting, Recovery and Recycling, Scrap Metal Recycling, and Solid Waste [Ref: 2745].
Employment pathways
Graduates of this qualification will have the skills and knowledge to work as operators in their particular resource recovery workplace.
